How is flavor developed for candy and confectionery?

In candy the flavor is the whole product. The hard part is heat: hard candy is cooked above 145 °C, which destroys most delicate flavors before anyone tastes them.

Nobody buys a candy for its nutrition, its convenience or its function. They buy it for the flavor, which means the flavor has nowhere to hide and every decision in the process is ultimately a flavor decision.

In hard candy the standard practice is to add flavor after the cook, at the lowest temperature the process allows, and to accept that anything volatile will still partly flash off.

Gelatin and pectin are different products

Gummy developers frequently treat the gelling system as a texture decision. It is also a flavor decision. Gelatin melts near body temperature and releases flavor progressively as it does; pectin does not melt in the mouth and releases differently, generally reading as a shorter, cleaner flavor. Switching from gelatin to pectin for a vegetarian claim will change how the product tastes even with the flavor unchanged.

Sour systems are co-designed

In sour confectionery the acid is not an addition to the flavor, it is part of it. Citric gives a sharp immediate hit that fades; malic extends the sourness through the chew; fumaric is intense and poorly soluble, so it is used for surface sanding. The sourness curve and the flavor curve have to be designed together or the product reads as sour then flavored, rather than as a single sensation.

Surface acid also migrates. A sanded sour candy loses its edge over shelf life as the acid takes up moisture, which is a packaging problem presenting as a flavor problem.
